The findings emphasize the importance of local government contributions in this regard. The study identifies several problems related to local government and grassroots development. In response, the researcher offers recommendations to address these issues. These include introducing a common standard of morality, ensuring adherence to rules and procedures, and implementing a code of ethics that is widely understood and followed by all government officials. The researcher suggests strengthening the Code of Conduct Bureau to monitor the assets of public officers regularly.
