The purposes of the study are to: examine the factors influencing the use of ICT for learning, assess the benefits of using ICT in learning, determine the issues in the use of ICT in tertiary institutions, and evaluate the challenges associated with the use of ICT education. The descriptive research design was used in this project work. The population of the study comprised one hundred and fifteen (1015) and a sample size of one hundred and fifty (150) was chosen. The finding revealed that ICT enhances effective learning in the tertiary institution. It was revealed that the issues and challenges to the use of ICT includes: inadequate new technologies, inadequate infrastructural facilities, capacity building challenges and inadequate funds and high cost of running and subscriptions. Thus, it was recommended that the management of all tertiary institutions should provide the necessary equipment including the modern say equipment in the ICT department.
