The population of this study was carved out of the senior and junior staff of the Taraba State Oil Mill in Kurmi Local Government. Hence primary method of data collection was used where a sample of 84 close-ended questionnaires were prepared and administered to the respondents in the case study that were selected using the percentage and five-point Likert scale. From the findings, the study concludes that the growth, success and development of any country can be measured by how it manpower is planned, how its human resources are being utilized. Therefore, Oil Palm in Kurmi Local Government planning remains the single and important factor towards technological and economic advancement.
