This is because, internal auditing as an independent appraisal activity within an organization, focuses mainly on the review of operations. It is a control apparatus that functions by verifying and evaluating the effectiveness of financial controls and measuring the extent to which there is strict compliance with established policies rules and regulations e.g. the budget. The effectiveness of the internal audit department in ensuring that the procedures laid down in cash and cheque receipt and payment are complied with. The data used for the study came from a personal interview in which the chief internal auditor of (FRCN) was interviewed. And also, the Chi-square statistical method was used to analyze the data. The findings were that the internal audit department governs receipts and payments.
