Three research questions were formulated to guide the study. The population of the study comprised thirty-six staff of Chede Table Water Company, Bali, Taraba State. Questionnaire were administered to the respondents in the study areas. The study discovered that limited access to financial institutions affects capital formation in Chede Water Company. High-interest rates on loans hinder capital formation for small-scale enterprises in Bali L.G.A. Inadequate collateral requirements limit the ability of small-scale enterprises to raise capital. Lack of financial literacy among small-scale enterprise owners prevents capital growth. The finding of the studies reveals that poor financial management is a significant cause of capital formation challenges in Chede Water Company. The absence of investment opportunities in Bali L.G.A. hinders capital accumulation for small-scale enterprises. Low customer demand reduces the ability of small-scale enterprises to build capital. Lack of business mentorship and support programs contributes to poor capital formation. The study recommended that access to loans by small-scale enterprises should be ensured by the central bank and other financial institutions. The federal government should invest in the small-scale industry as they are one of the major sources of employment in Nigeria.
