Abstract
This study investigates the effect of policy formulation and decision-making processes on the performance of employees, using the Lokoja Water Board as a case study. The research aims to determine how organizational policies and management decisions influence employee motivation, productivity, job satisfaction, and overall effectiveness. A descriptive survey design was employed, and data were collected through structured questionnaires administered to 80 randomly selected staff members of the Lokoja Water Board. The responses were analyzed using simple percentages and frequency tables. Findings from the study revealed that policies and decisions significantly impact employee performance. Specifically, when policies are clear, fair, and inclusive, and when employees are involved in the decision-making process, performance levels improve. On the other hand, unclear or rigid policies and exclusion of employees from key decisions lead to low morale, poor communication, and reduced efficiency. The study concludes that effective policy formulation and participatory decision-making are critical tools for enhancing employee performance. It recommends that management adopt inclusive approaches, improve communication channels, review policies regularly, and create feedback systems to engage employees meaningfully.
