The study integrates analyses of state-of-the-art digital solutions—including IoT-based fire detectors, integrated alarm and incident response platforms, real-time monitoring and analytics, mobile education apps, immersive training simulations, predictive artificial intelligence (AI) for risk assessment, and digital incident management systems—alongside a review of stakeholder engagement initiatives and regulatory frameworks. Employing a mixed-method approach encompassing compliance audits, interviews, quantitative assessments, and technology deployment evaluations, the project reveals substantial improvements in detection speed, early warning dissemination, response coordination, and overall campus resilience. Nevertheless, barriers such as infrastructure limitations, variable regulatory enforcement, digital literacy gaps, investment shortfalls, and legacy system integration persist.
