Abstract
Blockchain technology has emerged as a transformative digital innovation with the potential to reshape public administration by promoting transparency, accountability, and efficiency in governance. This study examines the application of blockchain in public sector operations, focusing on its capacity to address persistent challenges such as corruption, data manipulation, bureaucratic inefficiencies, and lack of public trust. The research adopts a qualitative approach, drawing on secondary data from academic literature, policy reports, and case studies of blockchain implementation in government systems across various countries. The findings reveal that blockchain’s decentralized, immutable, and transparent ledger system can significantly improve record-keeping, procurement processes, identity management, and service delivery. By eliminating intermediaries and enabling real-time verification of transactions, blockchain enhances accountability and reduces opportunities for fraud and mismanagement of public resources. However, the study also identifies critical challenges, including regulatory uncertainty, technological complexity, high implementation costs, and limited technical expertise within public institutions. The study concludes that while blockchain presents substantial opportunities for improving governance, its successful adoption in public administration requires strong political will, robust legal frameworks, stakeholder collaboration, and capacity building. It recommends that governments adopt a phased implementation strategy, invest in digital infrastructure, and develop clear policies to harness the full potential of blockchain technology in fostering transparent and accountable governance....
