Abstract
Public procurement systems are critical to government operations, accounting for a significant portion of public expenditure and service delivery. However, these systems are often affected by challenges such as corruption, inefficiency, contract mismanagement, lack of transparency, and delayed execution of projects. In recent years, emerging technologies such as blockchain-based smart contracts have been proposed as innovative solutions to improve accountability and efficiency in procurement processes. This study examines the application of smart contracts in public procurement systems, focusing on their potential to automate procurement processes, enforce contractual obligations, and enhance transparency in government spending. Smart contracts are self-executing digital agreements stored on blockchain networks that automatically execute predefined conditions without the need for intermediaries. The study adopts a qualitative research approach based on secondary data derived from academic literature, policy reports, and case studies. Findings reveal that smart contracts can significantly reduce corruption risks by ensuring that procurement processes are transparent, tamper-proof, and automatically enforced once conditions are met. They also improve efficiency by reducing delays, paperwork, and human interference in contract execution. However, the study identifies several challenges, including legal uncertainty, technical complexity, lack of digital infrastructure, resistance to change, and cybersecurity concerns. These limitations hinder the widespread adoption of smart contract systems in public procurement, especially in developing countries. The study concludes that smart contracts have strong potential to transform public procurement systems by improving transparency, accountability, and efficiency.
