The purpose of this study is to identify the services offered to users of the public library, Kogi State Stella Obasanjo Public Library and to determine the public relations adopted in Kogi State Public Library for information dissemination. A survey research design was adopted in the study. The methods of data collection were primary and secondary methods of data collection. The primary data were collected using a questionnaire. The researcher analyzed the data collected based on the responses from the questionnaire distributed. Thirty-two (32) questionnaires were administered, and thirty (30) were returned back. The findings revealed that the main challenges hindering the use of library services for the social well-being of the users are inadequate resources, traditional library practices, lack of awareness and poor reading culture. On the basis of the above findings, it was recommended that there should be awareness creation on the services that the public libraries provide to their users.
